We will be implementing the MS Lists app for the submission and management of the applications for target-funded projects and project contract data. The purpose of implementation of the app is to minimize the administrative burden upon application for and execution of projects caused by inserting the same data multiple times - the application and funded project forms have been designed to eliminate the need for repeated data entry by a project manager or principal investigator. The data entered in the form will also serve as a basis for entering a project into the Estonian Research Information System ETIS and the app provides a possibility to immediately notify the Research Administration Office of any changes to the data (e.g. regarding extension of the project period, etc.).  

NB! Business contracts shall be registered and data for the Estonian Research Information System ETIS shall be submitted in the same way as before. In order to add a contract to ETIS, an Excel table must be filled in with the necessary data since a separate register is kept for contracts. 

The primary features of MS Lists encompass individual management of records, the assignment of processing rounds and sending of automated notifications. All the users included in the applications and projects list can also view the applications and projects related to them, create customized views and, if needed, modify the data, e.g. if the amounts or deadlines of the application or project change. Therefore, it is also important to keep the application data up to date. The employees of the Research Administration Office have access to all data.  

The roles in the data submission and management process are as follows:  

  1. Person entering the application – as a rule, an employee of the structural unit involved in the preparation of the application, e.g. the project manager or the principal investigator. If so agreed, an application can be entered also by a project proposal writer; 

  2. Project manager – a member of the support staff of the structural unit responsible for the administrative work related to R&D projects;  

  3. Principal investigator – an employee who oversees the implementation of the project and holds responsibility for its execution, adherence to funding regulations and achievement of the desired outcomes.  

  4. Head of the structural unit – the direct superior of the principal investigator, head of an academic or an administrative and support unit;  

  5. Grant advisor – an employee of the Research Administration Office, who provides advice to project proposal writers, project managers, persons drawing up financial statements and organises trainings;  

  6. Registrar - an employee of the Research Administration Office responsible for registering project applications and project contracts in the document management system Delta.
