2. Actions of the person entering the application

University staff can see all applications to which they have access (in the role of principal investigator, project manager or head of the structural unit) on the following link:

For each application, data are entered once, even if several structural units are involved. 

Each university employee can open a new record by clicking on “New” on the MS Lists form or by clicking the corresponding button in the Lists web app: 

The project application form opens, where the required fields are marked with an asterisk, but the information in all other fields is also necessary for registering an application: 

Some fields have a set of predefined options marked by “Select an option”. Some fields are pre-filled, e.g. TalTech’s role in the project is “Applicant/coordinator” by default and “The leading partner/coordinator of the project” is also TalTech by default, but you can change it. 

Once you have opened a record and filled out the required fields and clicked on the “Save” button, the status of the application will be “In progress”. NB! When you press “Cancel” the data entered in the fields will not be saved! When saving a record for the first time, you need to refresh the page for the application to appear in the list of applications in Lists. 

If an application record is created by the project manager, a notification s sent to the principal investigator and the grant advisor of the Research Administration Office once the application has been saved. 

If an application record is created by the principal investigator, a notification is sent to the project manager and the grant advisor of the Research Administration Office once the application has been saved. 

If an application record is created by a third person, e.g. a project proposal writer of the Research Administration Office, a notification is sent to the project manager, the principal investigator and the grant advisor. 

If at least the required data fields have been filled in, the application can be submitted for processing, i.e. to the head of the structural unit for approval. The data required for approval are the following: 

  • Principal investigator; 

  • Application round; 

  • The amount of TalTech support and self-financing;​ 

  • Self-financing rate and financing source; 

  • Start and end date of the project; 

  • Deadline for the application round.

The head of the structural unit receives an e-mail from the Research Administration Office with the application data and can approve or reject a request for approval of the application. The heads of the involved departments receive concurrently the approval notice, but it is not part of the processing round. The project manager is notified of the result of the approval round. 

After obtaining approval from the head of the structural unit, the application is forwarded to the grant advisor for review. The grant advisor shall verify whether the data required for registering the application have been provided and, if necessary, request any additional data via e-mail. If all the data have been provided, the grant advisor marks the status as “Verified”, after which the application is forwarded to an employee of the Research Administration Office for registration in Delta. 

The registrar registers the application in Delta. When registering the application, an employee of the Research Administration Office shall complete the record in MS Lists and mark the status as “Registered”. The project manager and the principal investigator receive a notification of the status change. 

NB! Once the application has been submitted, the file of the submitted application must attached to the application record, except if the application has been submitted through the Participant Portal or ETIS!
