The document is a guide for applicants and implementers of research and development projects.  The guide provides help in finding support measures, preparing projects and resolving issues that may arise during project implementation. The contact for researchers and structural units on research and development projects is the Research Administration Office.

The general principles of project administration are laid down in the Rules for Project Administration and the supplementary Guidelines.

Project” means study, research or development activities that are clearly distinguishable from other activities, conducted in a defined time frame and financed by Estonian or international programmes or European Union Structural Funds; also, targeted investments or other activities for which the university has received funding under a contract or an administrative decision and which are subject to regular reporting on their budget use, the latter include cases where the university acts as a partner.

The Technology Transfer Office coordinates cooperation with companies and activities performed under contracts concluded for the provision of services based on procurement contracts.
