You can add foreign economic operators to VOK and invite them to submit a tender. Unfortunately the environment itself is in Estonian only but if necessary and desired you can send the (English) user guide with the translation of the terms and the email notifications to the tenderers.
Partners can find the guide in the external web, if needed, you can send the link of the user guide to (foreign) tenderers, if needed:

You can also download the PDF from the intranet.
You can either add the user guide when creating a low-value procurement to the field ‘Sisu’ (as a link) or under ‘Manused’ (the PDF) in the section ‘Nõuded’ or send it by a message to the tenderers when they have already received the invitation to tender.
